Historically Construction and Commissioning have been managed as two separate entities, when in reality they are an integral part of each other. Construction tends to drive Commissioning, when in reality it needs to be the other way around, in doing such, facilitates an effective Completions process.
The Stages/Phases of a particular Project are driven by both the applicable industry and its personnel’s understanding of what stage/phases are required and why.
The progression from one Stage/Phase to another has the tendency to be Grey i.e. lack of clear definition as being DO or DO NOT DO, partial replication & multiple replication – This needs to be and can be, Black and White.
Audit trails to meet Certification and Milestones are also an issue of interpretation – subjects of great debate arising at the end of the project and subsequently slowing this process down.
Integral to the Construction through Commissioning process is the integration, auditing and management of that particular industries HSE process, more often than not done manually.
QA/QC has been developed for the Construction industry to a relatively high standard, Commissioning is still Ad Hoc. With the management of the Completions process the “greys” can become “black and white”.
